Armenia thanks the Special Rapporteur for her report on the developments in the area of privacy and personal data protection in Ibero-America. Her analysis and insights can be useful both for the region concerned and for other parts of the Globe. That is especially true in terms of sharing best practices and recommendations that could contribute to the improvement of national legislation and mechanisms.

The need to address the risks and challenges that the thoroughly digitalised societies pose to the right to privacy and personal data protection are becoming more and more acute over time. There is no other way but to constantly and systematically improve the tools and mechanism to safeguard this fundamental human right.

This phenomenon, however, does not limit itself solely to local, national or regional challenges and has obvious transnational or interstate implications. As the ICRC Rules on Personal Data Protection stipulates: “Safeguarding the personal data of individuals, particularly in testing conditions such as armed conflicts and other humanitarian emergencies, is an essential aspect of protecting people’s lives, their physical and mental integrity, and their dignity”.

In this regard, we would be interested to hear the views of the Special Rapporteur on the privacy-related challenges, especially when it comes to such a discreet issue as the data protection in the situation of armed conflicts and other humanitarian emergencies.
